Because of traffic and housing problems in the cities，the government encourages businesses to move to the rural area. Do you think the advantages outweigh the disadvantages? Soaring housing price and heavier traffic jam are serious problems entailed by the boom of urbanization. Therefore, there has been a tendency that businesses are encouraged to move from the urban area to the rural area, with both positive and negative outcomes. One concern might be that the infrastructure in the rural areas, which is normally ill-equipped and underfunded, cannot meet the needs of company development. Due to the economic disparity in different regions, it is easy to imagine that a great amount of financial expenditure is required to start business operations, which would become a heavy burden for the government as well as the companies. However, several enticing incentives could be offered accordingly, ranging from cash grants to free land. With such incentives, industries would be lured from cities to the countryside. There are, actually, more obvious advantages. The reduction of traffic congestion, and the relief of housing shortages would come first in terms of the benefits to the urban areas. Since these problems are mainly caused by over-population, relocating industries, which would decrease the number of the city dwellers, would be an effective method for solving these issues. In addition the environmental condition in the urban areas would be improved enormously with the relocation of businesses and industries. Many of the modern industries are hazardous, discharging pollutants that are even fatal to human beings. If the factories are encouraged to be located again, they also have an opportunity to redesign their systems and upgrade their equipment. In conclusion, both pros and cons are reasonable. But I subscribe to the notion that if preferential policies could be carried out, relocating businesses would be a good measure despite the concern of the additional financial expenditure. (284 words) 4 2. The government has the duty to ensure that its citizens have a healthy diet, while others believe this is individuals' responsibility. Discuss both views and give your opinion. Since the declining level of public health is one of the serious problems in the modern society, there has been a growing emphasis on citizens ’ dietary habits. However, people have conflicting views on who should take the responsibility for ensuring a healthy diet, the government or the citizens. There is some truth in the argument that individual citizens are supposed to be responsible for their own eating habits, which is directly related to their well-being. It is widely acknowledged that a fit body is the bedrock of personal achievement so that people should lay more emphasis on their physical health, especially when they lead a fast-paced life. In addition, the advocates of individual responsibility might also argue that one’s own dietary habit is a personal choice. If the authorities interfere with what people eat by enforcing strict rules and restrictions, it would impose pressure on the public and might even provoke resentment against the government. Nevertheless, it is also the government’s responsibility to enhance the health of the general population, as it has a major influence on social productivity and medical resources. We should realize a fact that not all people are fully aware of the importance of eating wholesome food or how to keep a balanced a diet, so public service advertisements are called for to raise awareness about these issues. Besides, high tax penalties could be imposed on high-fat food products, which might lead to food-related illnesses like obesity, diabetes, etc, to discourage the consumption of these. Considering the factors mentioned above, we can come to a conclusion that due to the significance of a healthy diet, it is not the duty of a single party, and the government and the individuals should make a joint effort to promote a balanced diet. (299 words) 5 3. Some people think young people are not suitable for important positions in the government, while other people think it is a good idea for young people to take on these positions. Selecting the right candidates for high-ranking government positions is very crucial to a country’s development Some people maintain that these crucial vacancies should only be awarded to more senior and experienced officers, while others believe that we can benefit from the creative and thriving skills of the young generation. This essay will look at both sides before drawing a conclusion. On the one hand, some people argue that young people should lead the country by serving decision-making state positions. They opine that their young minds and innovative ideas can bring changes. Besides, they understand the latest technology, and have better global viewpoints. As a result, those young people are likely to make better decisions in terms of technological use and automation of public sectors. On the other hand, there are legitimate worries about your people lacking the practical experience, delivering national speech. For instance, if new graduates take the job as a Minister for Foreign Affairs, their incapability to manage large teams and little experience of actual government operations might lead to catastrophic situations From my perspective, young people should be encouraged to participate in the various government divisions as some day they are going to lead the country. However, administrative jobs which require comprehensive expertise and diplomatic skills should be served by the experienced people,. At the same time some training camps can be organized so as to give potential young candidates the opportunity to cultivate their skills, accumulate experience, and further contribute to their countries. In conclusion, although there are firm evidence for both sides, I still hold the belief that younger people could be capable of handling the responsibility associated with a top position.
